1. Peer Review Policy

- General principles: The Journal applies the double-blind peer review mechanism for all submitted scientific articles. During the review process, authors and reviewers remain anonymous to each other in order to ensure objectivity, transparency, and academic fairness.
- Responsibilities of the Editorial Board: The Editorial Board is responsible for selecting reviewers who are qualified in the relevant field, ensuring independence and the absence of conflicts of interest.  The Editorial Board is tasked with removing all identifying information of the authors before sending the manuscript for review. All final decisions regarding acceptance, revision, or rejection of manuscripts fall under the authority of the Editor-in-Chief or the Editorial Board.
- Responsibilities of authors: Authors must submit a manuscript without personal information, affiliations, or any details that may reveal their identity in the text, title, or metadata. A separate cover page containing author details (name, affiliation, email, etc.) must be submitted and will be accessible only to the Editorial Board. Authors are responsible for revising their manuscript in accordance with reviewer feedback within the specified timeframe.
- Responsibilities of reviewers: Reviewers must provide a fair, objective, and constructive assessment of the scientific content of the manuscript. Reviewers must not disclose the content of the manuscript or discuss it outside the official channels of the Journal. Reviewers are obliged to report any conflict of interest, such as personal relationships, research collaboration, or direct competition with the author(s). The standard review period is 2–4 weeks from the date of receipt.
- Review process: Initial Screening: The Editorial Board examines the format, scope, and suitability of the manuscript for the Journal. Anonymization: All identifying information of the author(s) is removed. Reviewer invitation: The manuscript is sent to at least two independent reviewers. Evaluation and Feedback: Reviewers provide written comments and recommendations: Accept / Minor Revision / Major Revision / Reject. Editorial Decision: The Editor-in-Chief/Editorial Board considers the reviewers’ comments and makes the final decision. Notification of results: The Editorial Board communicates the decision and anonymized reviewer comments to the author(s).
- Confidentiality and transparency: All information during the review process is treated as strictly confidential. Reviewer identities are not disclosed to authors, and vice versa. The Editorial Board is committed to adhering to international publishing ethics standards (COPE guidelines).


2. Licensing and Copyright

Authors retain copyright of their articles and grant the Journal of Science and Development Economics the right of first publication. After publication, authors have the right to share, store, and disseminate their articles in any form, provided that the original source of publication in the journal is properly cited. All articles are published under the Creative Commons Attribution 4.0 International License (CC BY 4.0).

3. Open Access Policy

The journal is committed to publishing all articles under the Open Access model. This means that all scientific content published in the journal can be read, downloaded, copied, distributed, printed, searched, or linked in full text without any financial, legal, or technical barriers, in compliance with the Budapest Open Access Initiative (2002).

4. Privacy statement

Names and email addresses entered in this journal’s system will be used exclusively for the stated purposes of the journal and will not be made available for any other purpose or to any other party.

5. Archiving Policy

The journal utilizes the CLOCKSS system to create archives of the journal for purposes of preservation and restoration.

6. Submission fee

- The submission fee for external authors: 1,500,000 VND per article (equivalent to 65 USD).

- Fee waiver for internal authors who hold a doctoral degree, associate professorship, or professorship, as well as for members of the Editorial Board.

7. Plagiarism checking procedure for scientific articles

Purpose
- Ensure academic integrity and prevent copyright infringement.
- Safeguard the quality and reputation of the journal.

Scope of application
Applies to all scientific articles submitted to the Journal of Science and Development Economics.

Tools used
- Plagiarism detection software: KiemtraTaiLieu.vn.
- Additional tools may be used for cross-checking

Procedure
Step 1. Manuscript submission
- The Secretariat receives manuscripts from the online submission system.
- Check formatting, author information, and completeness of submission
documents.
Step 2. Running the Plagiarism software
- Upload the entire file to the plagiarism detection system.
- Configure settings:
+ Exclude reference lists.
+ Exclude properly formatted citations (APA, etc.).
+ Compare against global databases (Crossref, etc.).
Step 3. Evaluating results
- Overall similarity index: ≤ 20% (excluding references).
- Threshold for text passages:
+ No passage with more than 5% continuous overlap (except for common definitions or standard methods).
+ Overlapping passages must be manually reviewed to ensure there is no contextual plagiarism.
Step 4. Processing results
- If acceptable: Forward the article to the double-blind peer review stage.
- If not acceptable: Return to the author with a detailed report.
+ Authors must revise and resubmit.
+ A maximum of 2 resubmissions is allowed before rejection.
Step 5. Archiving and reporting
- Store plagiarism check results (PDF file/screenshot)
- Attach to the manuscript management record.
- Provide periodic statistical reports on similarity status to the Editorial Board.
Responsibilities
- Authors: Guarantee that the manuscript is original scholarly work and has not been published elsewhere.
- Secretariat: Conduct plagiarism checking and report results.
- Editorial Board: Make the final decision on acceptance or rejection.
Sanctions
- Articles with serious violations (high similarity, intentional copying) will be immediately rejected.
- The journal reserves the right to notify the author’s affiliated institution/organization if academic misconduct is detected.
