Abstract

Human resources are one of the three major resources for socio-economic development in any country or locality. The quality of human resources is crucial to the quality of local development. Within the scope of this article, the author clarifies the concepts, characteristics and role of high quality human resources; the situation as well as the implication of policies of training and developing high-quality human resources for developing the socio-economic of Can Tho city according to the Resolution No. 45-NQ/TW dated 17, February 2005 of the Politburo.
